A place-aware check filters out name collisions, so a brand or a surname that happens to share a town's name doesn't get miscategorized as local coverage.

Coverage area only adds capacity. An edition with a coverage area never produces less than it would without one - local fills first, national keeps filling the rest, so the total never shrinks.
